Welcome!
I am an Associate Professor of Economics at the University of Colorado Boulder and an affiliate of the Colorado Population Center.
I am also a Research Associate at the National Bureau of Economic Research (NBER), a Non-Resident Fellow at the Brookings Institution, a Research Fellow at the Institute for the Study of Labor (IZA), and an affiliate of the Institute for Research on Poverty (IRP) at the University of Wisconsin. I co-lead the Research Working Group within the Children Thrive Action Network.
I study U.S. policies—including safety net and social insurance programs, as well as immigration policy—and examine how they affect outcomes of both foreign-born and U.S.-born people. My work has been cited in numerous policy contexts and by major media outlets such as the Nation, NPR, the New York Time, the Washington Post, Politico, the Atlantic, and others. I have published in top economics and multidisciplinary journals including the American Economic Review, the Journal of Labor Economics, and PNAS. I earned a B.S. in Economics from the University of Texas at Austin and an M.A. and Ph.D. in Economics from the University of California, Davis.

I released an NBER working paper with Elizabeth Cox in May 2026 on the labor market impacts of ICE activity in Trump 2.0, which has been extensively covered by the media.
My NBER working paper with Caitlin Patler and Elizabeth Cox on how ICE arrests in Trump 2.0 compare to the last decade has been accepted for publication at PNAS.
My paper with Jason Cook on the effects of SNAP Work Requirements for parents is forthcoming in the Journal of Public Economics.
I was awarded two Russell Sage Research Grants in Fall 2025 for my work on the real-time economic effects of ICE activity in Trump 2.0 and my work on immigrants' access to the safety net.
